		<description><![CDATA[khadija has done a good job. i can suggest her please see on literature when Pakistan contraceptive use rate was more than 30 percent and suddenly it comes back then what happen she mention increasing use in percentage figure. 
khadija has showed little bit aggressive when she feel amazed that why people are not using while they want to use contraceptives. I can just say, please visit our rural areas, conduct qualitative research on this issue then you can find good answers. i have but my answer never satisfied you please research it at ground not in literature,
If you think demand side factors working significantly then why contraceptive rate is 29 percent why its going down if people want to use for you kind info BHU/RHC/MNCH are working better than before and these are supply side factors. government provide free and cheap rates for these contraceptives. Mam, please read research paper on unplanned pregnancies in Pakistan hope so you will find if not then visit population council and read research reports on this issue.]]></description>

I have not found much debate on the subject in political science but economists refer to this a lot. We have used it in our work on policy analysis and find it works pretty well. So I am not sure if that answers your question.]]></description>

I believe that is exactly what happens in a representative government - both the citizens and the government are dependent on the political games of these intermediaries. While the system is hard to change, there is a need to contain these lobbyists and hold them responsible for their actions.
The problem in Pakistan (and this may be the case world over as well) is that the intermediaries focus excessively on short term gains (money and power) and this focus has no boundaries. As a result only the intermediary benefits, the government rarely delivers and the common citizen is left helpless. Pakistan has always been a victim of this. 
Pakistan needs better governed intermediaries who may still be working for personal gains but they must also deliver and be held accountable for their responsibilities.]]></description>
